Twenty-five major tech firms tell the government that restricting Chinese open-weight AI models would backfire on American competitiveness

Some of the biggest names in tech just told Washington to pump the brakes. Twenty-five firms, including Nvidia, Microsoft, and Meta, signed an open letter on July 24 urging the US government not to impose premature restrictions on open-weight AI models developed by Chinese companies.
The catalyst here has a name: Kimi K3. Released around July 17 by Moonshot AI, the model matched or exceeded prominent US models from OpenAI and Anthropic on coding benchmarks.
Kimi K3 is priced approximately 40% lower than comparable American offerings.

DeepSeek and Alibaba’s Qwen have also carved out significant footholds in the open-weight AI space. Martin Casado of Andreessen Horowitz offered a data point that captures the scale of this shift. Approximately 80% of startup pitches incorporating open-source AI stacks now utilize Chinese open models.
Two days earlier, on July 22, the Little Tech Association fired off its own warning to key members of the Trump administration. The organization, which represents nearly 200 firms, argued that blocking access to Chinese models would disproportionately harm smaller US startups.
The models in question are open-weight, meaning their parameters are publicly available for anyone to download and use. Banning US companies from accessing them wouldn’t make the models disappear. Developers in Europe, India, Southeast Asia, and everywhere else would continue using them.
On July 17, the same day Kimi K3 launched, Xi Jinping delivered a speech promoting China’s leadership in open-source AI and suggesting a new international cooperation framework around the technology.
Investors should also consider the signaling effect. Twenty-five major companies publicly opposing a potential government action is unusual. The fact that both large incumbents and small startups are aligned on this issue makes it harder for policymakers to dismiss.
