Clarity Act Advances to Senate Vote as Trump Agrees to Ethics Package
The White House, Senator Cynthia Lummis, and Bernie Moreno reached an agreement on the ethics provision in the Clarity Act, according to Punchbowl News. The legislative language was sent to certain Senate Republicans, but the details of the agreement are still elusive.
Industry sources indicated that after months of negotiations, all parties reached a consensus on the relevant ethics terms, with Trump approving the proposal late Monday. Notably, Trump met with Senators to discuss the Clarity Act’s ethics provisions last week.
Ethics concerns are viewed as the last major barrier to passing the crypto bill. President Trump agreeing to the ethics package has cleared a key hurdle for the Clarity Act to move toward a Senate vote.
The Clarity Act introduces federal-level regulation for the crypto industry for the first time, while clarifying the jurisdictional boundaries between the SEC and the CFTC. While Democrats are yet to see the text, the revised bill text is expected to be released in the coming days.
Passing Odds Jump As Crypto Bill Advances to Senate Vote
The full Senate must complete its negotiations on revised text and vote before the August recess. While there remains uncertainty around the timing, Blockchain Association CEO Summer Mersinger predicted that the Clarity Act floor vote could happen this week.
Ripple CLO Stuart Alderoty urged lawmakers to support the Clarity Act, warning that voting against the crypto bill would allow bad actors to exploit gaps. Coinbase Vice Chair Ryan VanGrack said it will create the first comprehensive US federal crypto framework, strengthen consumer protections, close the FTX loophole and add insider trading safeguards.
If passed, the crypto bill will return to the House of Representatives for review before moving to the President for signature.
